This dynamic workshop is designed for solid waste management and emergency response officials at all levels of government who are seeking to improve their ability to build lasting consensus with and between the public, regulated industry and other branches of government. This will be an interactive workshop with opportunities to experience and practice consensus-focused leadership skills. Workshop participants will learn:

  • What consensus is, and isn't
  • How using consensus focused approaches support programmatic goals
  • How to use consensus while maintaining decision-making authority
  • When to use a consensus process
  • How to assess whether or not to use a consensus based approach
  • How to ensure the success of consensus approaches

The CERCLA Symposium will include presentations by representatives from each of the 5 Task Force/Focus Groups within the Research Center on their recently published reports and current research efforts in the areas of: long-term stewardship and institutional controls, sediments cleanups, outreach to rural communities and small cities re: site assessment and cleanup, and issues with respect to the cleanup of clandestine drug labs. During the roundtable on Day 2, attendees will have the opportunity to provide input and suggestions relative to future ASTSWMO research in these or other topics of interest to State/Territorial Superfund and State Response programs. In addition, the State-EPA roundtable session on Day 2 will provide State attendees an opportunity to discuss specific issues of concern with their regulatory partners at EPA.

Solid Waste Sessions

Solid Waste Session: Partnerships in Reuse and Recycling

This session will feature examples of collaborative efforts in the areas of beneficial use of industrial byproducts and recycling. The Industrial Resource Council (IRC) is comprised of representatives from seven industry associations dealing with coal ash, foundry sands, construction and demolition material, wood and paper products, tires, and iron and steel slags. The Recycled Materials Resource Center (RMRC) is a joint center of the University of New Hampshire and the University of Wisconsin-Madison whose mission is to promote the wise use of recycled materials in roadway applications. Each of these organizations will discuss their respective missions, structures and activities; the types of partnerships in which each participates; and the types of information and/or services each can provide to States. The panel will wrap up with a representative of the American Forest & Paper Association discussing that organization’s activities to promote increased paper recycling.

Solid Waste Session: Beneficial Use Tools

This session will feature presentations of two tools for beneficial use of industrial byproducts. The Northeast Waste Management Officials Association (NEWMOA) has recently revised its beneficial use determination (BUD) database; its development offers an example of consensus-building in terms of the elements included. NEWMOA staff will provide a demonstration of the new database. There will also be a presentation of the use of EPA’s Industrial Waste Evaluation Model (IWEM) in beneficial use applications, such as the use of materials in roadway construction.

• Discussion on vapor intrusion.
• State-lead Superfund projects: partnering to meet EPA’s FY2008 construction completion goal.
• Primary objectives of the new EPA Center for Program Analysis, including cleanup focus of OSWER strategy for promoting clean energy and green house gas reductions.
• EPA reorganization of land revitalization and long-term stewardship activities.
• Upcoming EPA resources and tools, including a report on State financing
tools, and State-EPA MOA process.
• Update on Cooper v. Aviall and U.S. v. Atlantic Research: What do these decisions mean for State cleanup programs?
• Institutional Controls (ICs), to include EPA’s IC Tracking System.
