This session kicks off ASTSWMO’s 2010 Federal Facilities Managers Symposium with welcoming remarks from ASTSWMO and the Florida Department of Environmental Protection (FL DEP).

Plenary Session: Construction Completion vs. Remedy in Place: Harmonization of State and Federal Performance Measures and Programs
Moderated by Millie Garcia-Serrano, MA
U.S. EPA and Department of Defense (DOD) leaders will discuss recent collaborative work in “harmonizing” the measures and methods used by each agency to track the progress of federal facilities cleanups and will provide an update on each program current progress. The State of New York will also highlight its program for reporting cleanup progress and long term monitoring.
Plenary Session: What’s Next? Post-Construction Completion and Long-Term Protectiveness
Moderated by Chittibabu Vasudevan, NY
Federal leaders will discuss its current and future cleanup plans for long-term protectiveness at federal facilities cleanup sites. Each speaker will provide an overview on their anticipated funding, long-term monitoring programs and strategic planning. The session will conclude with a discussion of accelerated environmental cleanup at Brookhaven National Laboratory in New York including long term response actions.

CONCURRENT BREAKOUT SESSIONS
Session 1: Long-term Stewardship
Moderated by Monica Sheets, CO
Federal and State representatives will discuss aspects of long-term stewardship (LTS) at federal facilities. Each speaker will provide their perspective and a discussion of their State or Agency’s practices and mechanisms for ensuring that LTS and land use controls are memorialized, implemented and effective. They will highlight the factors necessary to ensure that remedies remain protective of human health and the environment. Each presenter will provide details of known successes and challenges with LTS, and the tools they have used to address these issues.
Session 2: Five Year Reviews: Lessons Learned
Moderated by Norm Read, OR
Which sites are subject to 5 Year Reviews? How extensive is the review process? Not all States have a 5 Year Review process for cleanups, and this session will showcase a range of perspectives, from EPA’s views on the basic requirements of a 5 Year reviews, to State and Air Force challenges in taking the lead on performing the Reviews.
CONCURRENT BREAKOUT SESSIONS
Session 1: Post Removal and Land Use Issues at Munitions Response Sites
Moderated by Dave Scaturo, SC
Presenters will discuss quality considerations for controlling the acute hazards associated with MEC, current SERDP projects dealing with post removal verification sampling on traditional MEC cleanups, and community involvement lessons learned from a case study in Florida: Pinecastle Jeep Range. Other topics such as land use issues at redeveloped property, classification techniques for discriminating MEC from clutter, as well as historical aerial photo analysis will also be discussed.
Session 2: Addressing Emerging Issues after Construction Completion and Remedy in Place
Moderated by Bob Delaney, MI
What triggers a project being reopened? Is it always new information, or can CERCLA or other cleanups be reopened because cleanup standards have changed or new pathways have become important? What if new technologies are developed that can be applied to a site more efficiently than the original remedy? Speakers will present on a range of emerging issues that will or could potentially impact federal facilities cleanups.

CONCURRENT BREAKOUT SESSIONS
Session 1: Groundwater Remediation: The Final Frontier
Moderated by Jim Cutler, VA
This session examines current groundwater remediation policies, technical issues and monitoring strategies to measure remedy effectiveness and provide protective oversight until clean up goals are met. Case studies highlight how remedial strategies were affected by anticipated and unanticipated monitoring results. EPA will discuss what they are seeing at the national level.
Session 2: Cost Effective Tools and Systems for the Management of Long Term Remedies
Moderated by Ruben Zamarripa, MO
With a growing number of federal facility sites that have long-term complex remedies in place, most state agencies are challenged with ensuring that these long-term remedies do not pose a risk to human health and the environment. This session will discuss some cost effective tools and approaches to help with the challenges associated with the management of residual contamination left in place at federal facility sites. The session will also introduce some unique software to help with the institutional control tracking and long-term decision making with contamination at federal facility sites and show case a unique partnership between the state of Missouri and the Civil Air Patrol for the monitoring of LUCs at 164 missile sites.

Session 1: Military Munitions Response Program : How to Handle Remediation and Risk

Speakers will address how to handle remediation and risk at military munitions sites. The Army and EPA speakers will focus on the Army’s new Military Munitions Response Program (MMRP) Remedial Investigation/Feasibility (RI/FS) Guidance. The Army presenter will provide an overview of the Army’s “next steps” after the Site Investigation phase – and the factors considered for triggering the Remedial Investigation/Feasibility Study or a No DOD Action Indicated (NDAI) determination. In addition, the presenter will discuss the use of interim actions and interim risk management. EPA will then give its perspective on the MMRP. Finally, Colorado will then provide an overview of why interim risk management is necessary and case-study detailing interim management at Camp Hale, Colorado.
