The Tanks Subcommittee includes three task forces that manages the inspection of Underground Storage Tanks (USTs) which typically contain petroleum products; provide oversight for the remediation any leaks or spills from these USTs; and administer financial assurance funds that are offered to the owners and operators of USTs. The members also provide comments on federal policies, rulemaking and legislation and work directly with both federal officials at EPA’s Office of Underground Storage Tanks (OUST) and officials of the State and territorial UST programs.
In 2008, ASTSWMO formed a Federal Regulations Revisions (FRR) Workgroup under the Tanks Subcommittee. There are 11 members currently serving on the FRR Workgroup. The membership of this workgroup consists of one representative from each EPA Region and is chaired by Russ Brauksieck, the Tanks Subcommittee Chair. The FRR Workgroup will conduct conference calls in order to continue to assist EPA OUST in their effort to revise the 1988 UST Federal Regulations.

State Tank Programs are in place which ensure sharing of information among the States, coordination with federal efforts, and integration with other waste management programs, and which have identified and addressed overlapping program elements.

Underground Storage Tank Task Force
The UST Task Force’s mission is to represent the interests of State and Territory programs whose primary responsibility is the environmental regulation of State and Federally regulated underground storage tanks. These programs work in concert with US EPA to ensure that owners and operators are in compliance with leak prevention, leak detection and financial responsibility requirements and by so doing, reduce the impact of UST releases on human health and the environment. The Task Force serves as a liaison between State and Territorial UST Programs and the USEPA and provides a forum for sharing information and ideas among State regulatory officials.

Leaking Underground Storage Tank Task Force
The LUST Task Force represents the unique concerns of State LUST Programs responsible for oversight, investigation, and remediation of releases of controlled substances from underground storage tanks. The LUST Task Force recognizes the important role of State LUST Programs in protecting human health and environment through reducing exposure risk to contamination from underground storage tank releases. The Task Force will serve as a liaison between State and Territorial LUST Programs and the USEPA, and act as a clearing house for distributing technical information and ideas among State LUST regulatory officials.

State Cleanup Fund Administrators Task Force
The mission of the State Fund Administrators’ Task Force is to identify important issues affecting State petroleum cleanup and/or liability financial assurance trust funds for USTs, to create a forum for the State officials who manage them to communicate and share related information and experiences, to interact and communicate with officials of the EPA on issues pertaining to its regulation and oversight of State petroleum UST programs, and to work together to achieve our mutual goals.

ASTSWMO Peer Match Program
The Association of State and Territorial Solid Waste Management Officials (ASTSWMO) has federal grant funding available to allow States to share experiences and technologies related to tanks program management. This "peer match" funding supports the ability for 1-2 State managers seeking assistance to travel to another State for 2-3 days to exchange information, applications, experiences, technologies and reports on programmatic approaches of particular interest to the assistance-seeking State. Information-providing States can also travel to States requesting assistance to share knowledge and expertise. ASTSWMO will reimburse State staff for travel expenses incurred on the peer match trip.
The primary State staff seeking assistance through this peer match mechanism should complete an application form (enclosed) to receive consideration for funding. If the peer match is approved, ASTSWMO will send the traveling staff copies of our travel procedures, reimbursement information, and in-kind match forms which should be filled out and returned to the ASTSWMO office after completion of the trip. The primary State participant must also complete a peer match trip report that provides details about the purpose and success of the peer match, which should be submitted to the ASTSWMO office along with the reimbursement claim.

Please note that ASTSWMO has limited peer match funding available, so it will be on a first come first serve basis.
