The ASTSWMO Solid Waste Subcommittee addresses policy, regulatory and technical issues pertinent to State and Territorial non-hazardous waste management programs, provides expert comment regarding State implementation of the federal Part 258 RCRA Subtitle D Criteria, conducts research into various issues of interest to State/Territorial solid waste programs, and provides input to EPA and other interested parties regarding proposed initiatives relevant to the solid waste program.  The Subcommittee’s task forces and work groups cover beneficial use, municipal solid waste program issues, training and technology transfer, fossil fuel combustion wastes, and bioreactor landfills.  In addition, a new task force has recently been established to address municipal solid waste recycling issues.

Beneficial Use Task Force

Mission

To identify and inform States of information, successful practices and procedures which can be used to make beneficial use determinations (BUDs) that are protective of human health and the environment. To transfer the best available technical and administrative information to States developing or improving beneficial use work in solid waste and waste minimization programs.

 

Past Work Products

In November 2007, the Beneficial Use Task Force issued the “ASTSWMO 2006 Beneficial Use Survey Report”, which is available at:  http://www.astswmo.org./publications_solidwaste.htm.  The report presents the findings of the Task Force’s 2006 survey of State non-hazardous beneficial use programs/processes, to which 40 States responded.  The report both updated and added to information gathered in the Task Force’s initial survey, which was conducted in 1999; the report of the original survey is also available on the Publications web page noted above.  The Task Force developed a web page of beneficial use resources that was on the former ASTSWMO web site.  Members have organized beneficial use sessions at various ASTSWMO meetings. 

Current Work Efforts

The Beneficial Use Task Force is part of a review group for a beneficial use risk framework being developed by EPA.  Members are providing input to the Northeast Waste Management Officials Association (NEWMOA) in the updating of that organization’s beneficial use determination database.  The Task Force has also initiated dialogues with other organizations involved in the beneficial use of non-hazardous industrial wastes, such as the Industrial Resources Council.

Municipal D Waste Task Force

Chair – position is currently vacant

 

Mission

To assist State and Territorial solid waste management programs by: 1) Providing program development information and support for State and Territorial waste program managers and staff and, 2) Providing input to EPA and other interested parties on their proposed priorities and

initiatives for municipal solid waste landfill programs.

 

Past Work Products

The Municipal D Waste Task Force has provided comment to EPA on various rulemakings and guidance documents regarding the RCRA Subtitle Part 258 Criteria, such as the research, development and demonstration (RD&D) permits for municipal solid waste landfill rule.

 

Current Work Efforts

The Municipal D Waste Task Force will be identifying areas for future projects.

Training and Technology Transfer Task Force

Mission

To promote, develop, and examine training opportunities that best meet the needs of the Association's members relating to all aspects of non-hazardous solid waste management through identification of areas of interest, evaluating training options, and coordinating conferences.

Past Work Products

The Training and Technology Transfer Task Force plans and conducts the biennial ASTSWMO State Solid Waste Managers Conference.  Presentations from the August 2007 Conference are available at:  http://www.astswmo.org./meetings_pastmeetings.htm.  Presentations from the 2005 Conference are also available on the Past Meetings web page.

 

Current Work Efforts

The Training and Technology Transfer Task Force will begin planning the program for the 2009 ASTSWMO State Solid Waste Managers Conference in the early Fall of 2008.

MSW Recycling Task Force

The Municipal Solid Waste Recycling Task Force has recently been established and has not yet developed a mission statement.

Current Work Efforts

The Municipal Solid Waste (MSW) Recycling Task Force is organizing in mid-April and will be identifying priority issues to address.

Fossil Fuel Combustion Wastes Work Group

Past Work Products

The Fossil Fuel Combustion Wastes Work Group provided comments to EPA in February 2008 regarding the Notice of Data Availability (NODA) on the Disposal of Coal Combustion Wastes in Landfills and Surface Impoundments.  The group gathered information regarding current State management practices for coal combustion wastes as background for the views they conveyed to EPA regarding the NODA.  The Work Group previously submitted comments to EPA in September 2000 regarding EPA’s May 2000 Regulatory Determination on Coal Combustion Wastes.  The Work Group has also tracked and provided input as appropriate regarding coal combustion waste management initiatives by other organizations.

 

Current Work Efforts

The Fossil Fuel Combustion Wastes Work Group is tracking the next steps from the NODA and will continue to provide input into EPA’s future activities regarding the management of coal combustion wastes.

Bioreactor Landfill Work Group

Past Work Products

The Bioreactor Landfill Work Group has provided input to EPA regarding various rulemakings related to bioreactor landfills including, in coordination with the Municipal D Waste Task Force, comments on the research, development and demonstration (RD&D) permits for municipal solid waste landfills rule, as well as proposed National Emission Standards for Hazardous Air Pollutants (NESHAP) for bioreactor landfills.  The Work Group has also provided comments to EPA’s Office of Solid Waste and Office of Research and Development on relevant guidance documents and research projects.

Current Work Efforts
